Kids in Focus is the Colorado Children’s Campaign’s October research brief series. Using the best available data and research, the series builds the evidence base for policies that help Colorado children grow up healthy, learn, and thrive.  

This year’s series focuses on: 

  • Third grade reading
  • The role of public policy in decreasing child poverty
  • Access to pediatric primary care 

Each brief combines an in-depth look at where Colorado stands with evidence-based policy recommendations.

Reading by the end of third grade is the foundation for everything that follows in a child’s education. Yet nearly 60% of Colorado third graders are not proficient in reading and writing, and that number has remained largely unchanged for a decade.

Almost every child can learn to read with the right instruction. States like Mississippi have demonstrated that evidence-based teaching, early identification of struggling readers, targeted support, and strong teacher development can significantly improve literacy outcomes.

Colorado already has important building blocks in place through the READ Act. By strengthening and fully implementing the statewide conditions proven to improve literacy, Colorado can become the nation’s next literacy success story and ensure every child learns to read regardless of ZIP code.
