HB 16-1446 specifies that, if a student enrolled in kindergarten or grades 1 through 3 is an English language learner and his or her native language is Spanish, the student’s school district or charter school will decide whether the student takes the reading assessments in English or Spanish. If the student takes the assessments in Spanish, the school district or charter school may also administer the assessments in English if requested by the student’s parent.
